There have been a number of marginal first person shooters created but Fugitive Hunter: War on Terror has found a new way to define inadequate. This is a confusing title as it has spent years in development but comes across as an extremely rushed effort. Almost every aspect of this game is years behind what's currently on the market from controls to graphics.
The premise for Fugitive Hunter: War on Terror involves a government-funded task force with its primary purpose to hunt down and capture terrorists. It's turned into more of a bounty-hunting situation however as there are specific dollar values associated with capturing wanted terrorists but the story line is so poor it doesn't make much difference what they're classified as. The game progresses by selecting a terrorist to track down while meeting smaller mission objectives along the way. Once the terrorist is located, for some unknown reason you'll engage him in fisticuffs until the terrorist is beaten senseless. Why simply take the easy route, demanding he surrender and pass up the opportunity to potentially get killed? If you win the fight, which is of little challenge, it's on to the next terrorist.
With the gameplay structure, there's room for success but unfortunately little effort to achieve it. Almost every aspect functions at an extremely low quality level with controls that are jerky, continually re-appearing enemies in the most unlikely places, and seriously weak AI. In addition, the graphics are poor in general detail quality but also run into considerable problems with collisions and solid structures that aren't.
Fugitive Hunter: War on Terror feels like a project that has been kicked around, probably finding its place on the bottom of the priority list numerous times. The quality of the game probably isn't a huge surprise as it's listed for only $30 but even that will frustrate anybody unlucky enough to give it a try.
